[dropcap]L[/dropcap]ast week we left off with Oswald showing up at Gordon’s home. Don’t you just hate it when your mistake comes right back at you. Barbara greets Oswald at the door but doesn’t know it’s Oswald. He introduces himself as Peter Humbolt. While she is polite, Gordon is so tense and full of disbelief. However, he is able to play it off well by pretending Oswald is a client. He then walks Oswald out. Once outside, he is furious with Oswald. How dare he show up! If Falcone catch news of this, they would both be dead. However, Oswald wants to help Gordon since he did spare his life. He tells him that the cops have hide the truth from him, and warns Gordon of a war soon approaching where many will die. He insists he can help, since nobody is looking for a dead man. Although Gordon is still angry, he listens as Oswald tells him the war is about politics and Arkham.
Elsewhere, Councilman Jenkins has just been approached by a man, who tells him that he voted for him and built a device where you have to put your eye in it. Not a good idea! The man ends up killing the man next to Jenkins and then chases after Jenkins, stabbing him with the spike and killing him.
The Mayor is giving a speech about the Wayne Plan and how important it is for Gotham. He fully endorses the Arkham District housing and Mental Health facility as this plan will be good for the people.
Meanwhile, Oswald overhears Maroni talking about his plan and the need for land, which would ultimately mean more money for him. Even though Oswald eventually gets caught snooping and reminded that he sees and hears nothing, we all know he has his own agenda.
Gordon pays a visit to Alfred and asks about the Wayne’s Plan, which was originally created to help the less fortunate, but is now simply a front. In fact, Falcone took over the plan. We find out Councilman Jenkins (now dead) was backing Falcone’s plans. Gordon concludes that Jenkins was killed because of an opposing plan–that would be Maroni– who is also trying to get his hands on Arkham. Bruce doesn’t want his parents dreams to die. He shares something his mother wrote. She believed Arkham was the hope for everyone. Bruce wants Gordon to stop Falcone and Maroni from starting a war.
Bullock calls Gordon to tell him that Councilman Zeller has been abducted. Zeller also happens to be one of Maroni’s guys. Meanwhile we see the hitman putting Zeller in a barrel and lighting him up in flames right in front of the Arkham Asylum. Looks like he is sending a strong message.
As Bullock and Gordon investigate Zeller’s death, a crime investigator tells them that although one man was from Falcone’s side and the other from Maroni, they were killed with the same spike, so the same person had to have killed them both.
In order to find this killer, they go to the prison to look for answers, bringing with them two cigarette boxes. The prisoners tell them of a professional named Gladwell who uses a steel spike, and works at the Lansky building in midtown. So Bullock and Gordon go visit the Lansky building, where they asks for Gladwell. The latter has conveniently vanished from his desk. Gordon looks in the back after hearing a noise. Bullock finds sound papers on Gladwell’s desk with the names Jenkins and Zeller. Once again they hear a noise, they follow it, and a woman runs out scared. Gordon finds a card on the floor with the initials CLM, and wonders what it stands for.
Meanwhile, Bruce wakes up screaming after having a nightmare. When Alfred comes in, Bruce asks him about the files from the Arkham Plant. He wants to know if the murder of the councilmen is somehow connected to his parents murder.
It would not be Gotham if there wasn’t more trouble in the horizon. Maroni’s restaurant gets hit. Thieves rob the place and shoot mostly everyone expect Oswald, who ran and hid in the freezer. Frankie, one of Maroni’s men, follows a trail to the freezer and find Oswald with one of the money bags. Oswald tells the man it was all he could save.
When Gordon goes home, Barbara is upset about his late nights. She wants to know who Oswald Cobblepot is. When he figures Mantoya has been around, Barbara comes clean about her relationship with Mantoya. Gordon is upset that she lied to him.
Maroni is very angry and wants to get back at Falcone. Appreciative of all Oswald did, Maroni promotes him to manager.
Oswald calls Gordon, offering to help him because Gotham is his home. He tells him about another victim, someone backing Falcone’s plan. He lets him know there are ways around the police. We are not surprised!
Gordon asked for a list of officers working the police protection. The names are Campos, Lazenby and Martins. The names corroborate with the initials ” C L M” Gordon found earlier. The next target is the Mayor, so Gordon goes to the Mayor’s home. The Mayor is surprised since he already has police protection. However Gordon tells him all the police have gone, so they need to leave now. As Gordon opens the front door, the hitman comes in. Mayor and Gordon run upstairs, but the hitman has taken Gordon’s gun. Stuck, Gordon is forced to fight with the hit man. Just as Gladwell is about to put the spike in Gordon, Bullock shoots him, and again saves Gordon’s life. Phew, that was a close one.
Barbara visits Gordon at his job, again asking who Oswald is. She wants Gordon to let her in. Gordon tells her it was a mistake to tell her about his job. He is left with an ultimatum: He has to let her in or let her go. We see Barbara walk out.
Fish is preparing her own team. She has two singers fight for the job. However one of the girls (Liza) quickly beats up her rival, and takes the coveted spot.
Oswald’s plans are coming to life. We see him walk into an apartment and meets up with the men he hired to go shoot at Maroni’s Restaurant. He offers them a cannoli and proceeds to watch them eat. You know something is wrong with this picture.
The Mayor is back on TV. He announces a compromise been made in which the Arkham Asylum will be reopened for the mental facility and Arkham will have a Waste disposal and a low income housing project. Bruce does not like the new plan. He feels Arkham is falling into the hands of criminals, but Gordon tells him the compromise was necessary to prevent blood shed. Bruce asks Gordon if he believes Gotham can be saved. Gordon thinks it’s worth trying.
It’s ends with Oswald killing the men he hired for the shootout. He walks out of the apartment wearing his suit and with the bag of money in toll. It looks like Oswald is well on his way to the top.
